严寒的东北农村地区承载着粮食生产和生态功能两个国家级的重要职能,但该区域的村镇发展方向和动力、建设速度和质量与其核心职能不相匹配。研究以东北地区镇(乡)域的镇村体系规划为视角,通过梳理严寒地区村镇的基本特征,尝试提出以粮食生产和生态功能为核心的绿色村镇发展思路,从绿色村镇发展背景与问题、村镇体系定位、绿色资源与空间构成、绿色产业拓展、绿色基础设施等方面,构建支撑绿色村镇发展的规划框架并提出实现途径,旨在提升严寒地区村镇规划的科学性与实效性,为国家粮食安全和生态安全战略的实施提供技术方法。

Rural areas in northeast China are important in food production and ecological environment preservation. However, the development of towns and vilages in the region does not match their status. The paper concludes the characters of the towns and vilages in the frosty region, raises green development concept, proposes planning framework and implementation approach from background, problems, orientation, resource and space composition, green industry, green infrastructure etc, to improve the rationality and efifcacy of the planning, and provides technique for national food and ecological security.
