生态移民的意义及安置模式探讨——以普洱国家级绿色经济试验示范区为例

The Placement Pattern and Significance of Ecological Immigration——Taking National Green Economic Test Demonstration Area of Pu'er City as An Example

普洱市是保护生物多样性,构筑西南生态安全屏障的重要区域,同时也是国家扶贫开发工作的重点区域。通过对生态和农村贫困现状的描述,阐述了生态移民在生态环境保护和反贫困中的重要意义,并对生态移民的对象、安置方式等进行了探讨。明确了有计划地将贫困人口从生态脆弱区和重要的生态功能区搬迁出来,可以有效地保护好自然资源和生态环境,改善贫困人口的生存条件,推动普洱国家绿色经济试验示范区的建设,促进当地经济绿色发展。

Pu ＇e r City is an important area for biodiversity conservation and building ecological security barrier in southwestern China, the key area of the national poverty alleviation and development work. After presenting ecological environment and rural poverty situation, expounded the significance of ecological immigration in the protection of the ecological environment and the anti poverty, and discussed the object of ecological immigration and placement pattern. Moving the poor people from the ecological fragile area and the important ecological function areas, can effectively protect the natural resources and ecological environment, improve the living conditions of poor people, promote the construction of the green economic test demonstration area of Pu＇er City and the green development local economy.
