我国独立学院发展的制度困境与制度创新

The System Predicament and the System Innovation of China's Independent Colleges

独立学院是我国高等教育发展中特殊的一种形式,20世纪90年代以来已经形成了一定的规模,也积累了一定的经验。目前独立学院在我国本科教学中占比较重要的地位,在校生已经达到约占本科学生的20%左右的规模。但是我国独立学院发展中仍存在着一些制度上的缺失,如法定性质模糊、资产积累归属的划分依据不足、资产回报依据不明确等问题,使得独立学院的进一步发展受到了一定程度的约束。因此,需要建立和完善一系列财务、土地、税收等法律、法规制度,通过制度创新保障独立学院健康、稳定的发展。

The independent college is a special form of higher education in China,and since the 1990 s it has formed a certain scale and has obtained many experiences. Currently,independent colleges have been contributing much to the undergraduate education in China and played a pretty important role in higher education. The proportion of students in independent colleges accounting for all undergraduate students has reached about 20%. However,there are still some institutional defects in the development of independent colleges,such as fuzzy legal nature,inadequate foundations for dividing ownership of the assets accumulation,unclear foundations for returns on assets. As a result,the further development of the independent college has been restrained to a certain extent. Therefore,it is necessary to establish and improve a series of laws,rules and regulations and through this kind of institutional innovation,the independent college can be ensured to maintain sound and steady development.
