摘要
上世纪80年代以来,高等教育研究所的陆续设立,是我国高校尝试借助决策咨询实现科学决策目标的重要标志。虽然各学校从组织机构、规章制度等方面进行了多种努力,然而决策咨询专业水平与质量的提升却进展相对缓慢。循证决策是强调将最佳可得证据作为决策依据的新型决策理论,将循证决策与决策咨询相结合的循证决策咨询则是旨在提升高等学校决策咨询实践专业水平与质量的新型决策咨询模式,其实质是以证据为核心内容的决策咨询。具体而言,高等学校循证决策咨询中的证据包括研究证据、经验证据、情境证据、受众证据等四类;其流程包括证据收集、证据生成、证据评价、证据使用等四个环节,其中证据生成是循证决策咨询存在的重点,证据使用是循证决策咨询的难点。决策者的循证决策意识与决策咨询意识,决策咨询者的循证思维与循证能力是保证循证决策咨询持续、有效开展的重要条件。
Higher education institutes, founded from 1980 s, represent that our universities have tried to achieve the goal of scientific decision through decision consulting. Actually, the professional standards and quality of decision consulting progress relatively slow, although that many measures including organizational construction and regulatory framework have been taken. Evidence Based Decision Consulting(EBDC) is an new model of decision consulting, which aims at the enhancements of the universities' decision consulting practices. In the case of EBDC in universities, there are four types of evidences, including research, context, experience, and audience evidence; four steps which are collecting, producing, evaluating and using. At the same time, evidence producing is the core value of EBDC, evidence using is the key of how to integrate evidences into decision processes.Moreover, decision makers' awareness of evidence based decision making and decision consulting, and decision consultant's evidence based thinking and capacity were the important conditions for the sustaining and efficient development of EBDC.
