摘要
英国大学科研评估是全球科研评估的典范。2014年实施的科研卓越框架(REF)评估体系中新增了科研影响力评估模块,更多地关注研究质量以及科研对经济社会的影响。科研影响力评估是英国科研评估制度改革的重要突破点,也是英国谋求大学科研创新和卓越性的重要体现。英国大学科研影响力评估的评估方法、评估标准以及评估过程表现出很多创新特征:谋求跨学科和协同创新的评估单元分类设计;基于"案例+模板"的同行评议方式;基于"深度"和"重要性"融合的评估标准;评估与审核相结合的严密评估过程。
The UK＇s research assessment is a model of global scientific research evaluation. In the research excellence framework（REF） which was carried out in 2014, it added a module of research impact in the evaluation system, which paid more attention to the research quality and the influence on the economy society.Research impact evaluation is an important breakthrough for the reform of British research evaluation system.It is also an important manifestation for the research innovation and excellence. On the assessment methods,assessment criteria and assessment process in the impact assessment, which shows many innovative features： the evaluation unit classification design seeking interdisciplinary and collaborative innovation; the peer review based on ＂case ＋template＂; the fusion evaluation criteria based on the ＂depth＂ and ＂importance＂; and the strict assessment process combined assessment and audit.
