我国发展低碳经济的制度扰动及财政政策纠偏

Systematic Issues and Fiscal Policies of China to Develop Low Carbon Economy

低碳经济在我国正在如火如荼地发展。但由于技术水平、研发水平和创新能力有限,在发展低碳经济的过程中遇到不少困难。低碳经济的发展离不开制度的规范,制度创新也对低碳经济发展的速度与质量有着重大影响。财政政策作为宏观调控的重要手段,可以协调地区之间、行业之间、部门之间、阶层之间的利益关系。文章指出,利用财政政策纠偏我国当前制度对低碳经济发展的不利影响,有利于调整能源结构、加快经济发展方式转变、促进低碳经济又好又快发展,对实现建设"环境友好型社会"和"资源节约型社会"的目标具有重要意义。

The development of low carbon economy in our country is rapid. But due to the limitation of technical level, development level and the innovation, there are difficulties in the process of developing low carbon economy. The system regulation and innovation play important role in the development of low carbon economy. As a macro method, fiscal policy can coordinate the relationship between regions, industries, departments and classes. The paper points out that using fiscal policy to correct the negative impact of current system on the low carbon economy is conducive to adjust the energy structure, speed up the transformation of economic development patterns and promote low- carbon economy sound and rapid development, which is of great significance to realize the construction of ＂an environment-friendly society＂ and ＂a resource-conserving society＂.
