Security,Justice and Performance: Administrative Governance Reform and Fiscal Institutional Construction in Contemporary China

在本届政府致力推动国家治理体系和治理能力现代化的背景下,确立行政治理改革的三个核心主题——行政安全、行政正义和行政绩效,在此基础上建构行政治理与现代财政制度之间的联结机制,比过去任何时候都更重要也更紧迫。本文的中心思想是:在公地范式和代理范式下致力推动走上正轨的现代财政制度建构,可为促进行政安全、正义和绩效,进而为提高行政治理改革的成功概率提供最佳保障和理想切入点。

Under the background of promoting modernization of national governance system and governance ability by central government, three core themes of administrative governance reform can be established, which include administrative security, administrative justice and administrative performance. Based on these core themes, con- structing a coupling mechanism between administrative governance and modern fiscal institution is more important and urgent than ever. The central ideas of this paper are as follows： to push modern financial institution back on track in commons pool and agent paradigm can provide the best protection and ideal entry point to promote the administrative security, administrative justice and administrative performance, and to increase the success probability for administration reform.
