美国军官职业化制度的建立及其启示

The Establishment of the US Military Officer Professionalization System and the Inspirations We Draw

党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》指出,要"以建立军官职业化制度为牵引,逐步形成科学规范的军队干部体系"。美国军官职业化制度的建立经历了制度创立、制度发展和制度完善三个阶段,形成了一套完整的制度体系,在美军军官职业化制度建立的过程中,主要体现了以军事教育为抓手、军事法律为依托,军事理论为牵引的三大特点。在此基础上,本文立足于我国国情、军情,分析了其在军事教育、军事法律和军事理论领域对我军的启示。

Decision of China＇s Central Committee of the Communist Party on Some Major Issues Concerning Comprehensively Deepening the Reform approved by the third plenary session of the 18th Central Committee of the Communist Party of China has stated that, a scientific and standardized military official system should gradually take shape with the establishment of the military officer professionalization system as the driving force. The establishment of the US military officer professionalization system has gone through three phases, i. e. , the founding, the development and the improvement phase, which has built up a set of comprehensive institutions. During the process of establishment, there are three characteristics, which are focusing on military education, following military regulations and being drawn by military theory. On the basis of that and Chinese military reality, this paper aims at providing PLA with the inspirations in the fields of military education, military regulation and military theory.
