我国国家安全情报体系构建及运作

A Study of Construction and Operation of Chinese National Security Intelligence System

习近平总书记提出的"总体国家安全观"为我国国家安全构建一个整体性的建设框架。国家安全,情报先行,因此,统一、高效的国家安全情报体系的建立显得尤为必要。首先,结合"总体国家安全观"的理念,提出了国家安全情报概念。其次,根据国家安全情报类别与对应政府机构的关系,构建了国家安全情报的组织结构模型。再次,依据"总体国家安全观"的辩证思想,揭示国家安全情报运作流程、情报立法和监督的机制。最后,提出国家安全情报还应重视国家安全情报教育与培训、国家安全情报素养教育和智库群建设等方面的内容。总之,本文为我国国家安全情报体系实际构建和运作提供初步参考。

The concept of overall national security proposed by President Xi Jinping is a holistic building framework for Chinese national security. Intelligence goes before the national security,so it is imperative to construct a unitive and high effective national security intelligence system. Firstly,this paper puts forward the concept of national security intelligence combining the idea of overall national security. Then,the paper visualizes the national security intelligence system based on the relations of the types of national security with the corresponding governmental agencies. Thirdly,the paper also raises the operating system of national security intelligence and the mechanisms of legislation and supervision according to the dialectical thinking of the overall national security. Finally,the paper brings up other suggestions about the national security intelligence system,including talent education and training,citizens＇ intelligence literacy of the national security intelligence,and cultivation of the groups of think tanks. In conclusion,this paper systematically offers preliminary references to Chinese national security intelligence system.
