从情报视角研究突发事件应急决策具有重要意义。情报需求和情报效用是应急决策的动力、价值体现以及进行相关研究的基础。文章探讨了情报视角下突发事件应急决策研究目前存在的问题,指出其难点在于知识表示、知识推理和情报分析。描述了情报学对突发事件应急决策的"场力"作用,认为构建快速响应的突发事件应急决策情报体系有助于决策主体进行科学决策。

There is an important significance of the research on the emergency decision-making from the perspective of intelligence.Intelligence needs and intelligence utility are the motivation and value embodiment of emergency decision-making,as well as the basis of related research. This paper discusses the existing problems of the study of emergency decision-making from the perspective of intelligence,and points out that the knowledge representation,knowledge reasoning and intelligence analysis are the main difficulties. The paper describes the ＂field force＂effect of intelligence studies on emergency decision-making,and believes that the construction of emergency decision-making intelligence system is helpful for making scientific decisions.
