我国地方产业用地标准现状比较和趋势分析

Status Comparison and Trend Analysis of Local Industrial Land Criteria in China

通过收集整理地方产业用地标准,探讨了地方产业用地标准制定状况、主要内容和更新变化趋势,结果表明:各地标准制订与地区资源禀赋、建设用地需求量、经济发展水平等紧密相关,东中部地区制订标准的省(市)明显多于西部地区;根据各地首次制订的用地标准内容差异可分为上海型、江西型和北京型3种类型:上海型以国家标准为主、江西型在国家标准基础上扩展较多、北京型与城市规划结合更紧密;建设用地标准更新变化的主要内容有改变控制阀值、增删控制指标、增加产业门类和细分行业分类等。

Through collecting and settling the local industrial land criteria, this paper explored the establishment status, main content and update trend of these criteria. The results showed that the establishment of local industrial land criteria was closely related with the regional resource endowments, construction land demand and economic development level, and the provinces （cities） in which the local industrial land criterion had been established in eastern and central areas were clearly more than those in western area. According to the content differences of the firstly-established industrial land criteria in various areas, three types of control criteria were divided, namely Shanghai type, Jiangxi type and Beijing type. The Shanghai-type criterion was mainly based on the national standard, the Jiangxi-type criterion came from the large modification of the national standard, while the Beijing-type criterion combined more closely with urban planning. The update trends of local construction land criteria included the following main contents： the alteration of control threshold, the addition or deletion of control indexes, the addition of industrial categories, and the subdivision of industrial classifications.
