从政策出台到政策落实还有很长一段距离,主要原因在于政府出台的政策与资金没有匹配,加上实际补贴申请中还会出现各种审批程序复杂、申请标准不明确等现象,国内养老政策落实难度极大近日,国务院转发财政部、国家发改委、人民银行发布的《关于在公共服务领域推广政府和社会资本合作模式指导意见的通知》,要求各级政府通过资本市场和开发性、政策性金融等多元融资渠道,吸引社会资本参与公共产品和公共服务项目的投资、运营管理。随后,国家发改委官网首度发布PPP项目库。
