我国环境保护领域投融资总量呈扩张态势,但规模仍然偏小;投资年增幅屡创新高,但存在不稳定性;资金来源渠道不断拓展,但主体单一格局并未改观;环保投融资作用重要,但资金效益使用效率不高。近年来,环保投融资政策的制定和完善虽然推进较快,但在政策基础、配套政策、体系政策、激励政策、监管政策等方面仍然存在一定问题。应进一步改进和完善环保投融资政策,发挥环境保护领域投融资的资金保障作用。

The investment and financing in the field of environmental protection in our country has the following characteristics：The total capital expands,while the scale is still small;the growth has set a new high, while there is no stability;the capital source expands, while the main source is still single;the environmental investment and fi-nancing is important, while the capital efficiency is not high. In recent years, the policy of environmental investment and financing has advanced rapidly, while the policy basis, supporting policy, system policy, incentive policy and regulatory policy still have problems. The environmental investment and financing policy should further be improved, in order to play the basic role of funding support.
