摘要
通过中西方高铁对城市影响的内在机制比较研究,揭示了我国高铁发展受制于现有经济发展水平、快速城镇化阶段、土地财政、短期政绩观和"条块分割"的部门关系等方面影响,在站点选址、周边开发建设等方面难以复制西方模式。"高铁时代"的城市规划应对需科学制定高铁站点周边产业发展规划,理性处理高铁站点与城市空间结构的关系,控制站点周边土地开发速度,协调各利益主体关系以提升整体开发效益。
Based on a comparative study on the function mechanism of HSR effect on cities in China and Western countries, the paper points out that China can hardly copy the Western model of station location, land development and construction, and so on due to the constraint of current economic development level, rapid urbanization stage, land finance, the concept of short-sight political achievement, separations among different departments, and other aspects. In the context of the "HSR age," a scientific industry development plan for the area around HSR stations ought to be formulated to rationally handle the relation between stations and urban spatial structure, to control land development speed of the area around the station, and to coordinate the relation among stakeholders, so as to promote the comprehensive benefit of land development.
