问题导向型总体城市设计方法研究

METHOD OF PROBLEM-ORIENTED COMPREHENSIVE URBAN DESIGN

当前随着中国城市发展的转型,总体城市设计面临着新的发展机遇,但也存在技术路线偏差、成果内容泛化、难以管理与落实等问题。本文提出了一种问题导向型的总体城市设计思路与技术方法:基于城市空间总体层面的主要问题,以可操作性为目标,筛选关键要素,强化空间特色等针对性的专项研究;整合多维度系统,建立整体框架目标;落实控导空间载体,搭建可衔接管理的分级控导体系;制定适应动静管理需求的成果与行动计划。依据此思路与方法,在常州的案例中进行了具体的实践与探索。

With the restructuring and development of Chinese cities, the comprehensive urban design faces not only new development opportunities but also a number of problems such as deviation of technical route, generalization of content, and difficulty of implementation. In such a situation, this paper proposes the method of problem-oriented comprehensive urban design. Firstly, based on the main problems at the level of overall urban space, the method takes operability as the target, selects key elements, and strengthens the targeted research on urban space. SecondLy, the method integrates the multidimensional systems and establishes the overall framework and objectives. Thirdly, the method identifies the spatial carriers of control and guidance and sets up a grading system which can connect the management of urban planning and construction. Finally, the method formulates related action plans which can adapt to the needs of both static and dynamic management. Based on the above idea and method, specific practice and exploration have been conducted in the case of Changzhou City.
