政府购买公共文化服务政策,对于公共图书馆未来发展具有深远意义,对此,三位专家从不同角度发表了观点。吴建中从新一轮事业单位改革的视角出发,指出转变政府大包大揽公共服务体制,建立政府与社会资本合作机制,以提高公共服务的效率,这是政府改革的新探索,也是公共文化服务体系建设的新课题。图书馆应抓住改革的机遇,精兵简政提升专业能力,跨界拓展核心业务,推进图书馆转型升级。张岩认为,在购买服务背景下,图书馆等公共文化服务机构的主体作用并未改变。公共图书馆既是"购买主体",又是"被购买方",图书馆人需要厘清图书馆核心业务和主体业务,提高行业核心竞争力,通过构建"图书馆+"发展模式提升社会效益和文化影响力。张勇认为,购买公共文化服务意味着政府将会有更多的资金和项目支持公共文化服务,图书馆可以全面拓展其工作的广度和深度。但同时,图书馆工作的各个方面,有可能都要进行项目性打包拆分,并面临社会力量竞争和市场优胜劣汰选择的挑战。公共图书馆应加强适应性、前瞻性的工作研究和业务布局,探索图书馆事业的可持续发展之路。

The carrying out of buying public cultural services by the government has important significance to the public library.Three experts probe into it from different perspectives.Considering the new reform of public institutions,Mr.Wu Jianzhong points out that the government transforms the system of taking care of everything about public services and builds the PPP mode to promote the efficiency of public services,which is not only the new exploration for the government reform,but also the new issue for the public cultural service construction.The library should grasp the opportunity as follows;promote the professional ability by having better troops and simpler administration,expand the core business by crossover cooperation,and advance the transformation and upgrading of libraries.Mrs.Zhang Yan thinks that under the environment of buying services,there is no change in the main body role of public cultural service institutions,such as libraries,and so on.The public library is the 'buyer',and also the 'acquiree'.We should clarify the core business of libraries,enhance the core competitiveness,and promote the social benefit and cultural influence through the building of 'Library+' mode.Mr.Zhang Yong indicates that it means to have more funds and projects for the public cultural services,and the public library has a chance to expand the work scope and depth overall.But at the same time,the every aspects of the library work may be splitted according to projects,and libraries will be faced with challenges of competition with social forces and the survival of the fittest by the market.The public library should strengthen work study and business arrangement with adaptability and prospective,and explore the sustainable development road for the librarianship.
