摘要
网络舆情预警普遍存在主体和客体认识不清的问题,降低了舆情研判及预警的质量。基于认识论的研究方法,将网络舆情预警的主体分为利益相关者、社会治理部门和专业舆情服务机构,与之相对应的客体包括涉事方的精神利益和经济利益。根据提高网络舆情预警质量之目的,剖析了网络舆情预警主体存在片面强调客户利益、滥用删帖技术手段以及涉事方利益至上等伦理问题。最后根据认识论和伦理分析,提醒社会治理部门、舆情事件涉事方和公众,不要为虚假舆情所蒙蔽。
During the social transformation period, the social problems are showing up, and these lead to the augmentation of the internet public opinion events. Each internet public opinion even lies in some questions both the involved parties and the social management depart- ments embarrassed. It leads to low quality both public opinion judgement and early-warning. Therefore, we should think about the related concepts of the internet public opinion warning. In this paper, we apply to epistemology method to study this question. The subject of the intemet public opinion includes the stakeholder, the social management departments and the specialized public opinion service institution. The object of the internet public opinion includes the involved parties' spiritual interests and economic interests. The ethical problems of the intemet public opinion waning are as follows:emphasizing the client's interests one-sidely, abusing the article-deleting technical means and "interest above everything" in public opinion service. The research on the ethical problem of the internet public opinion warn- ing can help regulate the judgement and warning of the intemet public opinion.
