居家养老服务发展的经验与启示——以太原市为例

作为对传统家庭养老模式的补充和更新,居家养老和居家养老服务是我国经济社会发展和历史文化变迁的产物,是当前和未来一个时期加快构建社会养老服务体系的重中之重。作为典型的中部城市地区,太原市近10多年的实践表明,居家养老服务的发展需要政府和社会各方力量共同参与,以充分尊重和满足老年人需求为基础,与地方经济社会发展水平和人口老龄化形势相适应;与此同时,还需要在完善配套设施建设,加强人才队伍建设的基础上,统筹城乡一体化促进长期均衡发展,发挥市场在养老资源配置中的决定性作用。

As a complement and update on the traditional mode/of family support for the elder/y, the home - based care and services for the aged have been the product of China＇ s economic and social development and historical and cultural changes. And they would have already been the top priority in the current and coming period. The practices during the past more than 20 years in Taiyuan city have shown that the development of home - based care requires the participation of governments and various social subjects. And its development would have been based on that the needs of the aged should be fully respected and met. It should also keep coordination with local economic and social development and population ageing. Additionally, the local government should devote to the improvement of matching facilities and cultivation of human resources. And, in the process of integration development of urban and rural areas, the market needs to play a determinative role in the resources distribution.
