基于马克思主义社会发展理论的残疾人基本公共服务评价研究综述

Review of Evaluation Researches on Basic Public Services for the Disabled Based on Marxist Theory of Social Development

残疾人享有基本公共服务体现了公平、权利与义务等社会价值。目前,学界关于残疾人的研究成果数量众多、内容广泛,但对残疾人基本公共服务的整体性与系统性的评价研究尚处于起步阶段。本文对中国关于残疾人基本公共服务的相关研究成果进行了分析与总结,结合马克思主义社会发展理论,在分析该理论对残疾人基本公共服务评价研究所具有的借鉴意义的基础上,提出发展残疾人基本公共服务的一些建议:突出"以残疾人为本",服务的评价应注重残疾人的主观满意评价;服务的供给要突出服务整体性、多元性与具体单项服务的互动关系。

The disabled have access to basic public services reflects social values of fairness, rights and obligations. Currently, there are many and various academic researches about the disabled, but the overall and systematic evaluation study of basic public services for the disabled is still in its infancy. This paper analyzes and summarizes related researches on basic public services for the disabled in China, combined with the Marxist theory of social development and after researching this theory and its reference significance for the evaluation research of basic public services for the disabled, puts forward some suggestions of developing basic public services for the disabled：highlight ＂Disabled-oriented＂, services evaluation should focus on the evaluation of subjective satisfaction of the disabled; highlight the interaction between services integrity, diversity and specific individual service in supplying services.
