2012年8月24日,美国行政办公室管理和预算局与国家档案与文件署联合发布《管理政府文件指令》,确立了21世纪美国政府文件管理的基本框架,明确了两个中心目标以及OMB、NARA、OPM所应采取的具体行动。该指南代表着美国公共部门的文件管理政策开始向确保更广泛地捕获以数字形式存在的美国政府的历史文件数字保管模式转变。这对我国政府文件管理不无启迪。

On August 24, 2012, Office of Management and Budget and National Archives and Records Administration released a memorandum for the heads of executive department and agencies and independent agencies named ＂Managing Government Records Directive＂, which develops a 21st-century framework and two central goals for the management of government records and identifies specific actions that will be taken by National Archives and Records Administration （NARA）, the Office of Management and Budget （OMB） , and the Office of Personnel Management （OPM） to support agency records management programs. The Directive means U.S. public sector recordkeeping policies are moving towards a digital preservation model that ensures greater capture of the historical record of the U.S. government in digital form, which gives some enlightenments to China government records management;.
