Creating a New Model of Metropolitan Social Construction with Characteristics of a Capital City

改革开放以来,特别是21世纪以来,首都北京的社会建设由点到面,由表及里,由浅入深,层层推进,初步探索出一种具有鲜明中国特色与时代特色的大城市社会建设新模式——"北京模式"。其核心是进行了社会保障体系、公共服务体系、社会管理体系、社会组织党建工作体系和社会运行体系等"五大体系"为主体内容的社会建设,积累了诸多社会建设的经验,在全国率先实现了社会保障制度的城乡一体化,社会基本公共服务初步完善、公共服务体系建设不断取得新进展,社会管理体制在改革和创新中迈进全国前列,社会动员与和谐社会建设成效卓著。

Ever since the Reform and Opening- up, especially since the 21st century, the social construction of capital Beijing has been pushing forward vertically and horizontally toward the ＂Beijing Model＂, a new model of metropolitan social construction with vivid characteristics of China and the age. It consists of such five systems of social construction as the social security system, public service system, social management system, Party building system of social organizations, and social operation system. Many social construction experiences have been accumulated so that Beijing plays a leading part in the country in the urban and rural integration of social security system, in the preliminary perfection of basic public social service, in the new progress of the construction of public service system, in the stepping up into a top few cities of the country in the reform and innovation of social management system, and in the great achievements made in social motivation and the construction of a harmonious society.
