摘要
教育政策创新作为创新主体主观对客观的产物,不可能自动实现,需要一定的要求,即体现教育政策的特点、教育政策理念的创新、民众参与、以人为本、具有合法性与科学性、把握政策创新环境等。目前教育政策创新存在教育政策精英制定模式、政策系统的约束、政治合法性不够、政策理念的制约、创新成本的限制、既得利益者的反对等障碍。教育政策创新的实现,必须创新教育政策理念、决策模式与教育利益平衡机制,重视教育政策的协同创新,完善教育政策直接主体考核机制。
As an objective result originated from the subjectivity of the innovational subject, innovation of educational policy cannot realize itself, but it has to meet certain requirements: its embodiment of the characteristics of the educational policy, innovation of the policy idea, popular involvement, humans as its basis, legality and science, grasp of the environment of the policy innovation, etc. But in the present innovation of the educational policy, there exist the following impediments: the elite pattern, constraint of the policy system, lack of political legality, restraint of the policy idea, limitation of innovational costs, and the objection of those who have benefited from the policy. Therefore, the realization of educational policy innovation is supposed to innovate the idea of the educational policy, the strategic pattern and the educational interest balancer, to emphasize the coordinative innovation of the policy, and to perfect the check system of the direct subject in the policy.
