“失独家庭”社会保障制度构建浅析

An Analysis of the Construction of Social Security System for Lost-the-Only Family

目前失独群体的数量不断增加,对于这一群体的社会保障问题也日益突出。对于失独群体的救助,可以通过社会抚养费专款专用、社会养老保险和商业保险的双重保障、保障部门专门化、收养和再生育政策支持等,并完善立法,以法律的形式确立对失独家庭的社会补偿机制,从而构建一套完善的社会保障体系,实现对失独群体的有效保障。

Presently, there are an increasing number of families lost their the-only child, which leads to a serious prob- lena of social security system for these families. To help these families out of trouble, measures could be taken, such as so- cial support with special fund for special purposes, double insurance with social pension and business insurance, specializing social security departments, policy support for child adoption and reproduction, improving legislation to set up the social compensation mechanism for the families that lost their the-only child. It is thus possible to construct a developed social se- curity system to efficiently ensure the families.
