国际组织风险分析框架比较研究

Comparative Study of Risk Analysis Frameworks of International Organizations

为提升风险分析在动物卫生领域应用的科学性,相关国际组织积极开展风险分析研究工作,对动物卫生风险分析理论研究及应用推广工作起到了促进作用。本文采用文献研究和比较研究等方法,对WTO、OIE、CAC、FAO、ISO等国际组织的风险分析框架、原则及程序进行研究。通过研究明确了其各自适用领域及特点,发现各国际组织虽然工作领域有侧重,但拥有严密协调的联合互补机制,共同组成动物卫生风险分析网络体系,为风险分析在动物卫生领域的应用提供理论基础和实践依据。

To promote the application of risk analysis effectively, some international organizations are actively carrying out researches on risk analysis, promoting greatly theoretical research on and application of animal health risk analysis. In this paper, the risk analysis frameworks, principles and procedures of WTO, CAC, OIE, ISO, FAO and other international organizations were studied by means of literature research and comparative study. Through the study, their respective applicable fields and the characteristics were made clear and it was found that the international organizations in different fields had a close coordination mechanism with mutual complement, thus constituting the animal health risk analysis network system and providing theoretical and practical basis for animal health risk analysis.
