区域性人体器官获取组织“N+1+X模式”探索

Exploration on“N+1+X Model”of Regional Organ Procurement Organization

依据2013年国家卫生计生委颁布的《人体捐献器官获取与分配管理规定》的文件精神,阐述了区域性人体器官获取组织"N+1+X模式"的内涵与特点,建立该模式的现实意义,实现该模式的运作机理,以及健全该模式的保障机制四个方面内容。通过对该模式的科学管理和制度保障,重点突出该模式的联动性和透明度,强化对该模式运行情况的考评督导管理,有效提高器官获取组织和捐献协调员的积极性,以保证每一例捐献器官都具有可溯源性,彰显器官获取与分配的公平性、公正性和公开性。

According to ＂The Regulations on Procurement and Distribution of Donated Human Organs＂ issued by National Health and Family Planning Commission of the People＇s Republic of China in 2013, this paper elaborated the connotation and characteristics, the significance, the operation mechanisms and the safeguard of the ＂N ＋ 1 ＋ X model＂ of regional human organ procurement organization. It proposed to establish scientific management and sound mechanism for the model, focus on coordination and transparency, strengthen the oversight and assessment and improve initiatives of human organ procurement organization and the coordinator of organ donation. Thus, we can ensure every single case of organ donation could he traced, and the equity, justice and transparency of organ procurement and distribution could be achieved.
