On the Social Cultivation of the Culture of Ruling with Law for Socialism with Chinese Features

全面推进依法治国,建设中国特色社会主义法治体系,必须在全社会进行法治文化的培育,在构建法治之"形"的同时培育法治之"神"。法治文化作为社会法治的精神内核,强调法律制度的人文价值,强调社会秩序的制度建构,强调社会道德的最低限度。中国特色社会主义法治文化具有社会主义特性、地域性、时代性等特征。培育中国特色社会主义法治文化,必须克服历史传统、社会环境和时代条件的限制,夯实文化根基,突出本土特色,加强法治宣传教育。

In order to completely promote ruling the country with law and construct the system of ruling with law for Socialism with Chinese features, we must conduct the cultivation of the culture of ruling with law in the whole society. When constructing the form of ruling with law, we must cultivate the ＂soul＂ as well. The culture of ruling with law, as the spiritual core of social ruling with law, emphasizes the humanistic value of legal systems, systematic construction of social orders, and the lowest limit of social moral. The culture shows its socialist feature, regional feature, and era feature, and so on. In order to develop the culture, we must, overcoming the limits from historic traditions, social environment, and era conditions, consolidate its cultural foundation, enhance its native features, and strengthen the propaganda and education on ruling with law.
