区域土地利用综合效率评价及其收敛性检验——以浙江省为例

Evaluation and Convergence Test on Overall Efficiency of Regional Land Use—— The Case of Zhejiang Province

文章采用基于F?re-Primont指数的DEA方法对浙江省33个地级市和县级市1999-2012年的土地利用综合效率进行了测算和分解,并进一步对城市间的土地利用综合效率差异进行了收敛性检验。研究结果表明:浙江省各地区土地利用综合效率均值在1999-2012年间增长了28.91%;截至2012年底,土地利用综合效率最高的是温岭市(0.467),最低的是绍兴市(0.220);浙江省的土地利用综合效率均值基本呈现出比较平稳的发展态势,并有微幅下降。土地利用综合效率增长的主要动力源于残余规模效率的提高,而技术效率和混合效率则起到了相反的作用;浙江省范围和浙东北、浙西南范围土地利用综合效率在研究期内均存在绝对收敛。得出土地利用综合效率水平测度及其分解对于掌握土地利用状况和土地集约节约利用政策的制定具有重要意义的结论。

The paper,by employing DEA method based on Fare-Primont index,calculates and decomposes the overall efficiency of land use of 33 cities at prefecture-level or county-level in Zhejiang province from 1999 to 2012,and makes the further convergence test on the overall efficiency of land use among cities. The results indicate that： The overall efficiency of landuse in Zhejiang province increased by 28.91 percent from 1999 to 2012; The highest level of efficiency was Wenling city（0.467） and the lowest was Shaoxing city（0.220） by the end of 2012;The average efficiency of land use in Zhejiang province presented a steady trend and slight decline year by year. The driving force of increase for the overall efficiency of land usewas mainly due to the improvement of the residual scale efficiency,but the technological efficiency and mixed efficiency having the opposite effect;There existed the absolute convergence of the overall efficiency of land use among the cities in thewhole,northeast and southwest province during the study period. It is concluded that the overall efficiency measurement ofland use and its decomposition are significant in controlling land use status and formulating economical and intensive land usepolicy.
