在建设创新型国家的进程中,不同类型的高等院校其发展模式和作用各不相同。地方高校要主动面向地方经济建设和社会发展,服务当地,将地区发展优势转化为学校的办学优势,以争取获得良好的办学效益。从高校产学研现状分析、国外产学研合作模式比较和地方高校产学研合作模式构建三个方面入手,提出了地方高校产学研的政府职能、投资体系等五个要件,构建政学产研四位一体的地方高校产学研合格模式。

In the process of building an innovation-oriented country, different kinds of colleges and universities develop and function diversely. In order to boost high efficiency, local universities should benefit from local development advantages by catering to local economic construction and social development. From the analysis of the research status, comparison and analysis on several enterprises-universities-researches cooperation models abroad and construction of local universities＇ enterprises-universities-researches cooperation model, the paper puts forward 5 basic elements for local universities＇ enterprises-universities- researches cooperation including governmental functions, investment system and so on to build a well-tested four-in-one government-enterprises-universities-researches cooperation model for local universities.
