在倡导全民阅读、建设书香社会时代背景下,必须创新高校图书馆服务理念,完善管理体制机制,加快文化法制建设,让拥有丰富优势文献信息资源的高校图书馆在社会科学普及中发挥应有作用,以弥补公共图书馆在公共文化服务中资源不足的问题。

At the time when people are encouraged into reading and the scholarly society is being constructed, we should improve the service concept of university libraries, consummate the management system of mechanism, accelerate the cultural construction of legal system, give those full of document information content university libraries a chance to play an important role in the social science popularization, to remedy the insufficient of public service resources in public libraries.
