政府采购促进自主创新的VAR实证分析——基于北京、广西两地比较视角

A VAR Empirical Study on Government Procurement to Promote the Independent Innovation——from a Comparative Perspective between Beijing and Guangxi

以北京和广西为例,选取相关指标构建VAR模型,并测量政府采购对自主创新的影响。结果表明,两地政府采购均能够促进自主创新,但程度不同。为此建议:广西应该严格界定少数民族/欠发达地区原产地资格产品;争取少数民族地区及欠发达地区双重优惠政策的叠加;与东盟各国相互开放政府采购市场;给予广西—越南跨境经济合作区内生产的产品以政府采购的优惠待遇等。

This paper, based on a series of relevant indexes collected from Beijing and Guangxi, builds a VAR model to measure the influence of govern- ment procurement on the independent innovation. The result shows that the gov- ernment procurement in both two places can promote the independent innovation at different levels. Therefore, this paper suggests that Guangxi should strictly define products of origin qualification in minority/underdeveloped regions, ac- quire double preferential treatment with the double identities of ethnic minority area and underdeveloped region, mutually open government procurement mar- kets with ASEAN countries and provide the preferential treatment as government procurement to products produced within the cross-border economic cooperation zone of Guangxi and Vietnam.
