新常态下,我国经济面临着经济转型和中高速增长及迈向中高端水平的发展需求,这离不开创新驱动发展。基于此,首先分析国内外科技创新研究和实践状况、西咸新区科技创新机遇,进一步通过对西咸新区"互联网+"科技创新现状及其SWOT的分析,提出西咸新区"互联网+"科技创新的建设实施路径。研究表明:激发创新活力,打响"创业在西咸新区"的品牌;注重对创新核心要素扶持,实现创新领军人才集聚;积极与行业协会对接,打造两类内生型创新企业;修炼高级生产要素能力,"有力度"但"有选择"设计招商政策的四大建设路径,能够更好地发挥西咸新区自身资源优势,把握好发展机遇,能够让"互联网+"为西咸新区发展注入活力、增添动力。
