我国海洋产业结构的现状及演变趋势

A Study of Structural Evolution Tendency of Marine Industry in China

《国民经济和社会发展第十二个五年规划纲要》明确了海洋经济的战略地位,海洋产业结构演变趋势的问题成为海洋经济研究的重要理论问题之一。在分析我国海洋经济及产业结构现状的基础上,深入研究我国海洋产业结构的演变趋势,结果表明:海洋产业结构的演变趋势是海洋经济发展、产业体系完善的必然结果,理清海洋经济统计口径的变动是研究海洋产业结构演变趋势的重要基础;陆海产业结构的演变趋势存在明显差异,主要受陆海自然环境、海洋产业对空间、技术等要素的依赖性等方面影响;结合我国海洋三次产业的发展前景,判断我国理想的海洋产业结构的演变趋势为第二产业主导的"二、三、一"模式。本研究结论可为我国海洋产业结构升级和三次产业的协调发展提供参考。

National Economic and Social Development 12th Five-Year Plan defined the strategic position of the marine economy, marine industrial structure evolution tendency is one of the important theoretical issues in the field of marine economic research. Based on the analysis of the current situation of marine economic and industrial structure, the author studied the evolution tendency of China＇s marine industry structure. The results of the study show that, firstly, the evolution trend of the marine industry structure is the inevitable result of the development of marine economy. Secondly, to improve the industrial system and clarify the marine economy statistical changes are an important foundation to study the evolving trend of the marine indus- try structure. Thirdly, land and sea industrial structure evolution trends have significant differences, mainly affected by land and sea, the natural environment, the marine industry of space, technology and other elements dependency. Fourthly, taking into conderation of China＇s marine three industry development prospects, the author defined the second industry-led ＂ Ⅱ , Ⅲ, Ⅰ ＂ model for China＇s ideal marine industrial structure evolution trends. The conclusions of this atticle can be a reference for upgrade the industrial structure of China＇s marine and coordinated development of three industries.
