摘要
耒阳是南方比较典型的丘陵地区,在2008~2012年,开展了水土保持专项治理,通过实地调查与当地基础资料收集,客观评价了该县水土保持治理效果,筛选出评价丘陵区水土流失的评估指标;运用层次分析法进行了定量评价。结果显示:在目前的治理方式下,生态效益与社会效益增幅分别达到13.8%和31.9%,经济效益增幅达到74.2%,整个地区的综合效益增幅为27.3%,这表明耒阳丘陵区的水土流失治理措施可有效促进社会、生态、经济的发展。
Leiyang, a typical hilly region in Hunan Province, carried out management of water and soil conservation from 2008 to 2012 with special fund support. In order to evaluate the effect of the management, this study seldcted assessment indexes of soil erosion for hilly regions and carried on the quantitative evaluation by analytical hierarchy process through the field survey and collection of local data. The results of the evaluation showed that the ecological benefit and social benefit had respectively increased by 13.8% and 31.9%, the economic benefit had increased by 74.2% and the comprehensive benefits of the whole area had increased by 27.3%. The management measures of water and soil conservation for Leiyang hilly areas had effectively promoted the development of society, ecology and economy.
