楚雄州烟叶专业化分级散烟收购的实践与思考

Thinking and Practice of Specialized Grading and Purchasing of Loose Flue-Cured Tobacco Leaves in Chuxiong

专业化分级散烟收购是烟叶收购和流通领域深化改革的重要方向,也是实现企业减工降本、提质增效和增强楚雄特色优质烟叶市场供给能力的主要途径。2010年以来,楚雄州进行了烟叶专分散收模式试点和推广,通过对该模式5年实践取得的"四个满意"(烟农满意、工业企业满意、管理部门满意、商业企业满意)成效和收购过程中"流程执行、规范管理、全程考核"存在不到位等主要问题的系统总结,提出了烟叶专分散收工作的应对措施以及今后的发展思路。

The model of specializedly grading and purchasing loose flue-cured tobacco leaves is an important direction of the tobacco leaf purchasing reform for lower labor costs, better quality and higher efficiency. According to its demonstration and extension in Chuxiong since 2010, this paper reviews some promotion, innovation and shortcomings of the model from the perspective of tobacco growers, industrial enterprises, governmental administrations and commercial enterprises, then analyzes the related present situation, presents some ideas and measures for the further development of the effective market supply capability of high quality tobacco, and provides technical references for flue-cured tobacco production in Chuxiong.
