为了解决党河灌区田间供需水矛盾和供水设施陈旧、破损等方面的不足,对灌区进行"新配套"渠灌典型片设计,以便缓解供水压力、改善供水设施,提高灌区综合灌溉水利用率,从而带动党河灌区经济社会的发展。
