摘要
高层次人才是推动区域发展,促进高新技术开发区(以下简称"高新区")产业结构转型和升级的关键要素。研究将舒适物理论用于分析高新区人才政策体系,认为除了西方学者所强调的自然舒适物等类型之外,户籍吸引是中国现有语境下的重要制度舒适物资源,制度的城市性垄断使其对不同城市的影响作用有所差异。在此基础上,通过对人才政策的进一步分析,认为目前高新区的人才政策类型趋同,分为物质型和政策型,这是由于所处制度环境所致;但是趋同的政策却有不同的结果,主要体现在引才规模和人才管理方面。可以从打造基础设施舒适物的特色优势、提升文化舒适物的满足程度、提升社会舒适物的弹性空间、完善制度舒适物提供的可操作性四个方面完善高新区人才政策,使人才政策发挥更大的效能。
High- level talents are the key elements in promoting regional development and high- tech development zones'(HTDZ)industrial restructure transformation and upgrading. This paper analyses the talent policies in HTDZs based on the amenities theory and finds that,in addition to natural amenities,hukou(household registration)attraction is an important institutional amenity in the context of current China and that urban institutional monopoly makes it vary in its influence on different cities. Further analysis on this basis suggests that,due to similar institutional environment,the current types of talent policies of HTDZs tend to be convergent. However,convergent policies may achieve different results reflected mainly in the size of talent introduction and talent management. In order to improve HTDZs' talent policies and give a better play of their effectiveness,measures should be taken to create infrastructure amenities' unique characteristics,enhance the satisfaction level of cultural amenities,expand the elastic space of social amenities,and improve the operability of institutional amenities.
