国家治理体系和治理能力现代化是全面深化改革的总目标,这是我党对政治社会发展规律的新认识。国家治理历来是摆在执政者面前的重大问题,法治是实现国家治理体系和治理能力现代化的基本方式。党的十八大报告提出提高领导干部运用法治思维和法治方式深化改革、推动发展、化解矛盾、维护稳定能力。这是新时期法治建设的中心,是对实现法治的主体提出的要求,对实现法治和推进国家治理体系和治理能力现代化具有重要作用。

Modernized governance system and capability is the general goal of opening-up and reform and is also the Party's new understanding of the laws of political and social development. State governance has always been a major issue placed before rulers and the rule of law is the fundamental mode to achieve the modernization of governance system and capability. The report of the eighteenth national congress of the CPC calls on all leading cadres to enhance their capabili-ties in deepening reform,promoting development,resolving conflicts,and maintaining stability using the rule of law mindset and mode. This is the focus of the new time's rule of law construction and also a requirement to the main bodies that are responsible for realizing the rule of law,a requirement that is of vital importance for achieving the goal.
