摘要
本文提出经济发展的关键在于创新,创新的关键又是企业家。造成我国国有企业改革过程中领导制度问题一直难以解决的原因主要来自于观念上的障碍,选择机制的不完善,国有企业目标定位的不明确以及经营者身兼二职。解决这些问题的方法与对策是建立有效的选择机制和激励约束机制以及加快国有经济的战略性调整。本文的基本观点是应重视企业中人力资本尤其是企业家人力资本的作用。
The article points out that the key solution to the economic development lies in innovation, and subjects of innovation are enterprisers. Due to the drawbacks in ideas, imperfect-ness of selection mechanisms,in distinctness of objetives in state-owned enterprises and double status of businessmen, the problems caused in the process of reform in state-owned enterprises (SOEs)are hard to crack. The ways and countermeasures to these problems are to establish effective selection mechanisms and incentive,restraint mechanisms and at the same time to speed up the strategic readjustment of state-owned economy. The principal viewpoint in the article is to lay emphasis on the role of human capital in erterprises,especially of enterprisers.
