Abe Administration's Policy towards Russia and the Trend of Japan-Russia Relations

第二届安倍内阁成立后,对俄展开积极外交,试图与俄保持密切的政治联系,在安全合作和经济合作上都有新突破,特别是在解决与俄领土争端问题上,出现了与以往不同的思路和设想。日本对俄外交的新态势反映其企图乘俄陷入政治、经济困境和普京与安倍预期能长期执政之机,解决久悬未决的领土问题;企图分化中俄关系,构建包围网,加大对华战略压力。日俄领土争端的解决受两国国内因素和国际环境因素的影响。两国就领土问题进行接触和谈判,反映双方有改善关系的愿望,但最终解决之路仍不平坦。美国因素和东亚力量平衡的变化对日俄领土问题和日俄关系走向将产生重要影响。

Japan adopts a positive diplomatic policy towards Russia under the Abe administration since the end of 2012, attempting to keep close pohtical contacts with Russia and gain breakthrough in the security and economic cooperation. Some new thoughts and policy design are also introduced in Japanese dealing with Russia over territorial disputes. Japanese new thoughts and policy towards Russia reflects that Japan attempts to take advantage of Russian economic and political woes and its expectation of Abe＇ s long - term ruling position, in order to solve the pending territorial disputes and impose more strategic pressure on China by undermining Sino - Russia relations. The progress of Japan - Russia negotiation on territorial disputes depends on domestic factors as well as international environment. The ongoing bilateral negotiation shows that both sides have intention to improve the relations; however, the problems still remain difficult to solve. The U.S. as a factor and the balance of power in East Asia will have essential impact on the solution of Japan - Russia territorial disputes and the trend of Japan - Russia relations.
