论教育评估实践范式的转型

摘要 在深化教育领域综合改革和转变政府教育职能的背景下,教育评估范式必须实现实践转型。目前,教育评估实践范式所具有的评估机构泛行政化、评估价值的理解偏狭、评估体系单一、评估队伍官员化、评估制度基础薄弱等特征,与"建设教育强国"和"办人民满意的教育"的政策要求极不协调。为此,教育评估范式的实践转型宜采取树立建构主义教育评估观、搭建多元化的教育评估平台、促进教育评估体系规范化、加强教育评估队伍专业化、实现教育评估过程制度化等基本策略。 In the background of deepening the comprehensive reform in education and transforming the educational function of governments, it is necessary for the normal form of education evaluation to be transformed in practice. Currently, the practical normal form of education evaluation has some unfavorable features : extensive administration of evaluation institutes, narrow understanding of evaluation value, single evaluation system, too many officials in evaluation team, and weak basis of evaluation system etc. The above phenomenon is greatly uncoordinated with the policy requirement of "building a strong country in education" and "running an education satisfying the peo- ple". Therefore, the practical transformation of the normal form of education evaluation should adopt some basic polices such as : set up the constrnctivist ideas in education evaluation, set up diversified platforms of education evaluation, promote the standardization of education evaluation system, strengthen the specialization of education evaluation team, and realize the institutionalization of education evaluation process etc.
