关于我国城镇化的内涵

The Connotation of Urbanization in China

自改革开放以来,我国城镇化率以年均约1个百分点提高,速度之快、规模之大在世界上都是罕见的。当前我国城镇化已进入快速发展阶段,深刻领会城镇化的内涵对推动城镇化健康发展至关重要。城镇化是长期的、复杂的、艰巨的,要从实际出发,分类指导,防止一刀切,注重提高城镇化质量。还要谨防"歪嘴和尚乱念经",借城镇化之名来鼓动房地产泡沫,把经济发展引入歧途。文章通过比较中外关于城镇化的概念,回顾我国城镇化历程,结合案例分析,提出城镇化内涵至少包括人口城镇化、"五化"同步协调发展、城乡发展一体化、发展城市群等四个方面的内容。

Since the economic reform and opening-up, China’ s urbanization has been increasing at the rate of about 1 percent, which is rare in terms of its speed and scale worldwide. As China’ s urbanization has now entered the stage of rapid development, a profound comprehension of the connotation of urbanization is of much importance to promoting its healthy development. Since urbanization is a long-term, complex and hard task, efforts must be made to proceed from facts, to give guidance tailored to local conditions, to evade indiscriminate development and to improve the quality of urbanization. Moreover, care must be taken to guide against such erroneous acts as the ex-cessive development of real estate in the name of urbanization, which may lead to the wrong development of econo-my. Through a comparison of Chinese and foreign concepts of urbanization as well as a review of China＆#39;s urbaniza-tion process along with some case analyses, this paper has proposed the idea that the connotation of urbanization in-volves at least four aspects—a population urbanization, the synchronized and coordinate development of “five sec-tors”, the integration of urban and rural development, and the development of urban agglomerations.
