分权视野下我国地方政府行政问责制的困境探究

在我国社会主义民主政治发展进程中,作为责任型政府和服务型政府重要构成要件的行政问责制,在其中扮演着重要角色。与此同时,我国现有的各级政府行政问责实践却不断暴露出诸如行政问责制有效实施的环境氛围不健全;地方政府异体问责不足;地方行政问责的法制化、程序化建设滞后;必要的配套保障性措施存在缺陷等不足。因此,有必要在我国特定的社会经济条件下,针对地方政府行政问责的实际困境提出可供参考的改善对策。

In the development process of China＇s socialist democratic politics, as a responsibility - oriented government and serviceoriented government, important constituent elements of the administrative accountability system plays an important role. At the same time, the existing practice of administrative accountability at all levels of government have continued to expose the ambience as the effective implementation. Administrative accountability system is not perfect.
