城乡基本医疗保险改革的公平性研究——基于湖南省的调查

Fairness of Urban and Rural Basic Medical Insurance Reform——Based on the Investigation of Hunan Province

以湖南省为研究现场,从平等主义角度具体分析了新医改以来该省城乡基本医疗保险改革的公平性状况,认为目前基本医疗保险改革在一定程度上促进了基本医疗服务经济的可及性和公平性,但农村人口和城市人口在基本医疗保险受益度方面仍存在差距,应通过推进基本医疗保险制度的城乡一体化管理,逐步促进不同人群之间医疗保障的公平性。

Based on the Hunan province research site, from the egalitarian concrete analysis of the province since the new reform of basic medical insurance of urban and rural reform and the fairness of the situation, think the current reform of insurance of primary medical treatment to a certain extent, promote the economy of the basic medical service accessibility and equity, but rural population and urban population in the benefit of insurance of primary medical treatment is still a gap, should be by advancing the basic medical insurance system of urban and rural integration manage-ment, gradually promote the fairness of health care among different populations.
