摘要
本文通过对国内外社会抢险救援体系的分析研究，论述了一般化学灾害事故处置程序，试图为社会抢险救援体系建设提供依据。
The paper discusses a set of program used to deal with chemical hazard by analyzing the social emergency rescue system at home and abroad. It tries to provide basis for the construction of social emergency rescue system.
