摘要
目前湖南经济发展水平、财政收支总量、县域产业结构、城镇化水平等均呈现区域不均衡发展的状况。新型城镇化背景下,湖南基础设施建设应用PPP模式需要慎重考虑区域选择。应当坚持紧密围绕国家和湖南新型城镇化规划的要求、突出重点与兼顾公平并重、分类管理与逐步推广并行、充分考虑区域PPP应用的基本环境、注重区域整体和谐发展等原则,构建"一核六轴"的城市群PPP项目应用示范线,积极建设PPP项目应用示范市、县和乡镇,建构完善的PPP模式应用区域绩效评价体系,实现湖南新型城镇化建设的可持续协调发展。
Currently regional unbalanced development situation is obvionsfrem economic development, total quantity of fiscal reve- nue and expenditure, the county industrial structure and urbanization level in Hunam To apply PPP mode in infrastruc- ture construction under the background of new urbanization, careful consideration should be paid to regional choice. We should adhere to the principle including closely around the planning of new urbanization in human, highlight key and fairness, block management and promotes gradually, fully considering the basic regional environment of PPP applica- tion, and paying attention to the whole and harmonious of regional development, to build PPP project application demon- stration line of ＂a nuclear and six axis＂ urban agglomeration, actively constmctdemonstration city, county and township, and build performance evaluation of PPP mode application areas to realize the sustainable and coordinated development of new urbanization construction in Hunan.
