降低社区服务成本,提升市场化运营能力,是油田社区服务单位面临的一大课题。在推进市场扩张,拓宽经营渠道方面,要严控外部项目用工总量,优化外部项目人员配置,优选外派人员住宿方案;在简化经营流程,降低管理成本方面,要合并管理职能,合并大型会议,合并基础资料;在细化预控管理,严把费用出口方面,要优化降本目标管理,推行精细预算管理,强化成本费用考核;在抓住关键环节,推进挖潜增效方面,要全员动手创效,管理创新创效,技术革新创效。
Reducing their service cost and promoting their ability of market--oriented operation is a major task the oilfield community service institutions should finislx They should bring under strict control employment gross of external pro- jects and optimize the plan for allocation and accommodation of the project personnel to boost market expansion and broaden operational channel. They should merge management functions, bull sessions and base data to simplify opera- tional process and reduce rmnagement cost. They should improve cost--reducing target management, pursue detailed budget management and enhance cost assessment to refine early controlling rmnagement and impose a cap on the ex- pense. They should implement management innovation and technical improvement to increase profits.
