参与式治理视角下的产业扶贫模式创新——基于陕西LT县的扶贫调研

A Model Innovation about Poverty Alleviation from the Perspective of Participatory Governance——On the basis of Poverty Research about LT County in Shaanxi

产业扶贫是我国目前开展最为广泛的扶贫模式。然而在扶贫实践中面临着扶贫主体参与动力不足、扶贫目标偏离以及参与主体地位失衡所导致的扶贫长效机制缺失等现实困境。通过分析陕西LT县扶贫开发实践,发现其创新扶贫治理模式的关键在于构建了多元参与主体间良性互动关系模型,从而客观上激发了扶贫主体"内生"参与动力,提高了参与能力,突破了参与障碍。

Industrial poverty alleviation is currently the most widely used poverty mode in China. However, there are practical dif-ficulties in practice. It is a lack of motivation of participation, the misalignment of poverty-alleviation target and the missing long-term mechanism because of the unbalanced position. From the concept of participatory governance, it found that it is the key innovation about the benign interaction in Shaanxi LT. And it is important to stimulate the endogenous participation, improve the ability to participate,and break the barriers of participation.
