党的十八届三中全会指出,在增强社会活力的同时要保证社会的安定有序。和谐的社会治理环境不是杜绝矛盾冲突,而是拥有各种能有效预防和化解矛盾的体制和机制。按照党的十八届三中、四中全会精神要求,应从维护群众权益、畅通利益表达、心理疏导、矛盾预警等方面构建预防机制,从源头上减少社会矛盾。同时基于矛盾的普遍性,仍需不断健全多元矛盾化解机制和应急处置机制。总之,应从维护最广大人民根本利益出发,最大限度增加和谐因素。

According to the requirements of the spirit of the third and fourth plenary session of the 18 th, reducing the origin of social contradictions are as follows; constructing prevention mechanism based on the rights and interests of the masses, psychological counseling, and the conflict warning system. While based on the universality of contradictions, it's still necessary to improve pluralism of contradiction and resolve mechanism and emergen-cy mechanism. In a word, from guarding of the fundamental interests of the masses, maximizing factors should be added to harmony.
