论中蒙矿业合作之生态环境保护机制构建

On the Construction of Ecological Protection Mechanism of Mining Cooperation between China and Mongolia

中蒙贸易由来已久,"一带一路"战略的实践为中蒙贸易开辟了一个新时代,而这其间矿业合作是重要的一环。由于矿业活动会产生环境污染及破坏生态,因此,生态环境问题将成为中蒙矿业合作的制约因素。蒙古国生态环境法律制度立法理念先进,环境保护制度严格;而蒙古国民间也因一些小型中国企业的无序开采行为产生了排斥情绪。这就需要我们在中蒙矿业合作过程中构建完善的生态环境保护机制,以环境保护优先和预防原则作为矿业开发的基本原则,统筹规划矿业开采与生态环境保护,注重民间生态文化的交流与沟通。

The trade between China and Mongolia has a long history. Now the ＂One Belt and One Road＂ policy starts a new era for it, in which mining cooperation is an important part. Due to the fact that mining produces great pollution and destruction to ecology, the ecological environment will become a restrictive factor in the mining cooperation between the two countries. Mongolia has advanced legislation concept and strict environmental protection rules. There are also some emotions against Chinese in Mongolia owing to the disordered mining of some small Chinese companies. It needs us to establish a perfect ecological protection mechanism in the cooperation, in which the primary principle is the priority of environmental protection and prevention to have a coordinated planning for mining and environmental protection. Great emphasis will be given to the civilian exchange and communication in ecological culture.
