Studies on Transformation of Government Functions in Recent Years:Problems,Logics and Prospects

现代化与后现代化的双重压力和深化行政体制改革的紧迫性促使政府职能转变成为学界关注的重点问题。近年来,学界聚焦于"变量描述"、"原则阐释"和"模式探索"三个论域,架构了政府职能转变研究的学术图景;在这一过程中透视出研究逻辑的三种转向——"从抽象研究到具体实践研究"、"从央地研究到府际研究"、"从模块研究到体系研究"。未来有必要进一步明确"政府职能转变"的概念、细化对政府职能结构的认识、落实政府纵向职责划分、拓宽研究方法的应用。

The transformation of government functions becomes a key point under the pressure of modernization versus post-modernization and administrative reform. Focusing on this problem, scholarships mainly discuss the dimensions, principles and changing models about government functions＇ transformation. In this process, it contains three kinds of paradigm shift： from abstract to concrete, from the central-local relation to intergovernmental relations and from module to system. In future, these problems such as the concept of government functions＇ transformation, the structure of government functions, the governmental vertical responsibilities and the research methods need to be further studied.
